Fletcher Building Receives Govt Support to Secure NZ Cement Manufacturing

Fletcher Building Limited (ASX: FBU), on 20 July 2026, announced an agreement with the New Zealand Government that will provide up to $60 million of support for Golden Bay Cement and give long term certainty for domestic cement manufacturing and decarbonisation at its Northland plant.Β
Golden Bay Cement operates New Zealandβs only domestic cement manufacturing facility at Portland near Whangarei, supplying nearly 60% of the cement used in New Zealand with about 95% of its output sold locally and the agreement recognizes its role as the sole onshore producer of a critical building material and one of Northlandβs largest private employers.Β
An independent assessment had indicated that without Government backing, rising costs including carbon charges would likely force closure and a shift to an import only model from 2030, so the bespoke package is framed as a one time response to an exceptional risk to New Zealandβs infrastructure supply chain and national resilience.
Under the arrangement Golden Bay Cement has committed to keep producing at the Northland plant until at least 2040 and to invest at least $150 million over that period in operations, optimisation, resilience and decarbonisation initiatives with the programme phased over time and still subject to Fletcher Buildingβs normal capital governance and approval processes in consultation with the Government.Β
The release highlights that Golden Bay Cement has already invested heavily in modernisation and alternative fuels to remove fossil fuels from its process meaning the domestic supply secured by this agreement is materially lower carbon than imported cement and supports wider tyre stewardship efforts through the use of tyre derived fuel in its kiln.Β
Fletcher Building Chief Executive Andrew Reding framed the deal as reducing exposure to shipping disruption, supply shocks and price volatility while sustaining more than 150 direct roles and over 600 total jobs across the Whangarei district presenting it as an example of business and Government working together in the national interest to preserve onshore capability and lower carbon production.
